Frankie Eliptico currently serves as Northern Marianas College’s Vice President for Administration and Advancement, overseeing the College’s administrative, personnel, marketing, capital improvement, finance, workforce development, and other functions.
While serving in his Vice President capacity, Eliptico had been appointed to serve as Interim President by the Northern Marianas College Board of Regents in August 2018, and he remained in this role for three years. During this time, he led the College’s response and recovery efforts to Super Typhoon Yutu, the COVID-19 Pandemic, and other unprecedented challenges. It’s important to note that Super Typhoon Yutu was the most powerful storm on earth that year (2018), and the College was in its direct path. The storm caused the destruction of about 85% of all campus facilities and millions of dollars in damage. Working with other College leaders, Eliptico is now leading the College’s efforts to oversee more than $120 million in capital funds for developing and constructing a new campus.
Before taking on senior leadership positions at the College, he worked in the College’s Office of Institutional Advancement Office, where his marketing and branding efforts have been recognized nationally; he was even named “Communicator of the Year” in the District VI region of the National Council for Marketing and Public Relations. The district includes California, Arizona, Nevada, Hawaii, Guam, and other states.
Among other projects, he has led NMC’s “Believe” campaign, the “Start Smart, Start at NMC” marketing initiative, and developed the “Cash for College” biannual event, which has helped connect thousands of students to financial aid opportunities.
Prior to joining NMC, Eliptico worked as an Island Fellow at the U.S. Department of Interior, where he helped prepare and implement a marketing plan that matched U.S. and foreign investors with investment opportunities in the U.S.-affiliated islands in the Pacific.
For many years, he has been actively involved in numerous community organizations, including serving as chairperson of the Board of the Northern Marianas Humanities Council for two terms. Eliptico is also the chair of the Mariana Islands Nature Alliance (MINA), an environmental conservation nonprofit organization. He also launched PRIDE Marianas, a nonprofit organization aiming to promote understanding of LGBT issues in the community. In 2015, he completed the year-long Executive Leadership Development Program (ELDP), which Graduate School USA organizes for island leaders.
In January of 2023, he was also asked to assist with leading the CNMI Governor’s Office communications efforts. In this capacity, Eliptico helps to lead the CNMI Governor’s Office public information activities, including managing digital platforms and leading emergency management (e.g., typhoon) communication initiatives.
